Good day, Google did not help, I decided to ask here.
Is there video hosting (paid/free, it doesn't matter) so that uploaded videos can't be downloaded?

What kind of files do you want to protect? Under what protocol are they available now?
If you want to transmit via progressive download (pseudo-streaming), then this is not possible simply because the format itself is just a sequential download. If you use HLS or something similar like MPEG-DASH, then it already depends on your media server, and this can be configured, but this is not a question for the hoster, but for you as an administrator.
