Using Adsense for Custom Search on "Start Page"?

I am developing extensions.
One of my extensions is monetized through, user install in Chrome, new tab/start page.
As far as I understand, Google does not prohibit extensions from monetizing through the replacement of a new tab + also installing on this new tab, custom search from Google with Adsense ads (I made such conclusions after seeing extensions with tens of millions of installations that are monetized through the replacement of a new tab and search on this start page)
Question:
How to add for moderation in Adsense, namely a browser extension + a site that will be used as the start page, where the user search will be?
