Do I need to include phrases from the Republic of Kazakhstan with hot queries in negative keywords?

Do I need to include such phrases as "price, cost, order, how much, etc." in the negative keywords of the AC so that the company does not compete with the AC with hot requests?

not necessary. You just need to cross-minus. And nothing will compete with anything.
Cross-minus has already been implemented even in the new Direct Commander:
1. Select campaigns
2. Select all groups
3. Select all phrases
4. Edit -> Correct phrases -> Correct or Delete intersections and duplicates

If these phrases are relevant (you are selling) then no.
It would be wise to separate them into a separate campaign and set the minimum acceptable bid (I wanted to write here, but you won’t be able to find out this minimum acceptable bid in the format of an answer on the forum. You can use the first calculator that comes across, well, or if you don’t need it at all - 0.3r .); in the rest of the campaign - yes, put in the minus.

If you have phrases with selling additives in one campaign, and the same phrases in another campaign, but without selling additives, then yes, you need to cross-backtrack between them and add selling words to the exceptions.
Otherwise, audiences will overlap. Most often, the phrase variant with the best quality and bid scores will be shown, but still mixed impressions and clicks are inevitable. And this hinders the collection of pure statistics and, accordingly, analysis.
Cross-backing between campaigns is conveniently done through Direct Commander.
