USB not working on Windows 7 laptop, how to fix?

There was a ten, I decided to return to the seven. I installed it and found a wonderful thing - all USB devices are ignored by the system. Fully. Everything is displayed in the BIOS, not in the OS. What to do?
And yes, there is no Internet either, so if you need to install drivers, then I don’t even have ideas how to deliver them to the laptop.

1/ boot from LiveCD and test
2/ "returned to 7" - maybe that's the problem

I don't even have ideas how to deliver them to the laptop.

Let's say, burn the drivers on a CD on another coma, and install it on a laptop from this CD - and did it once. Then I started the installation Flash Drive with the 7th and integrated USB drivers for most chipsets - everything became much faster and easier.
If you put 7-ku with DVD - there are no other options.
