Why might it not work when I connect a USB keyboard to the docking station?

There is a batch of HP EliteBook 820 G3 laptops. They come with HP UltraSlim Docking Station 2013 docking stations.
We have laptops "in the role of system units." We connect monitors, just turn on the laptops and print on the USB keyboard, so you don’t even need to open the laptop lid.
So. The computers are all identical, the docking stations too. USB keyboards were changed, the driver for the docking station is the same. Even the hard drive was moved from one to another. And nothing.
