The PC does not turn on the first time. How to fix?

When you turn on the PC, when it comes to loading the OS, namely Windows 10, the screen goes blank (the OS does not start loading) and the backlight on the keyboard turns off, and an inscription appears on the monitor, something like "Monitor went to sleep." You have to reboot 5-10 times to start the OS. So constantly. Today, for example, all browser settings have gone wrong after such an inclusion ... What should I do? Reinstall Windows, or is there something I can do about it?
PS I did the hardware diagnostics in the BIOS, I didn't seem to find any errors.

The problem in this case is not in Windows most likely. Faced this, a problem with iron. The mother is buggy or something with power (PSU), 1 simple option, flash a new BIOS and see what and how, 2nd option try another PSU

When did the problem start? 2 weeks ago? Look at the update log, one update may not be installed.
Also try disabling fast loading.

Try to turn on the computer not through the button, but with a screwdriver or something else metallic. If everything is normal, then most likely the button is buggy.
Alternatively, the battery can die and then after the first press it starts the BIOS, and after the second BIOS the computer starts to turn on.
