There is a website, there is not much disk space, but the pictures need to be loaded properly. In general, when uploading a picture to the site, you need to upload it to a free hosting, get a link and save the data. Pictures should not be stored on the server, only links to them in the database.

There is a script for uploading to radikal.ru. And here - on imageshack/yfrog. Perhaps they are still working.

Any hosting will suit you, but if you really need api, then, for example, aws.amazon.com
You need a library that makes an abstraction over the file system, the latest and trendiest ones can be found here .
