Why is initramfs built without modules?

I can't understand why the initramfs is built without modules?

I tried MODULES=most and list
added the current modules (they have the ata_generic I need):

lsmod | awk '{print $1}' > /etc/initramfs-tools/modules

There are all modules in /lib/modules/4.9.0-0.bpo.8-amd64/kernel/
When updating, there are attempts to copy the necessary modules "Copying module directory kernel/drivers/ata", no errors, but as a result in the initramfs there is nothing.

PHP is currently comparing $sex to a non-existent mas constant. To compare the string value $sex, mas must be enclosed in double quotes.
Enable error display, read doc by numbers and lines .
