Under whom to create ufw rules: as root or as a user?

Following the recommendation of Digital Ocean, I created a separate user.
The following rules are recommended:

sudo ufw app list
sudo ufw allow OpenSSH

It is not clear under whom to do this. From root or from this user?

The team itself has all the information.
Perform without a difference from whom, tk. ufw will run as root anyway because of sudo.
