Under what to write a mobile cross-platform application with QT support?

Hi, habr ;)
There is a purely practical vital need to write a cross-platform mobile application. The application will work with the network (page parsing), a webcam, use multi-core (you will need to calculate a lot in real time) and will definitely use one library written under QT. Application must work under: Win32, Metro(WinRT, Win8), WinPhone8, Android ,iOS. The application will be free.
Development is planned to be carried out under Win 7 x64. Question: what tools are needed so that everything is debugged and assembled as simply as possible?
