How to enable custom theme in PhpStorm 2016.3?

It costs windows 10, I download the theme for PhpStorm from the site www.phpstorm-themes.com
, I put it at
C:\Users\my account name\.PhpStorm2016.3\config\colors, I reboot the storm, but it stubbornly does not see the theme.
I don’t know if it’s connected somehow or not, but Microsoft’s account from Windows (not local)
