What tools should a web developer use to create a custom website?

Good day to all!
The next question is, what tools should a Web developer use to create a custom site?
Also, is it worth excluding the layout of templates from the same PSD using the IDE, i.e. hands?

I don't understand what you want, but as I understand it, you need all the tools to create a website.
IDE: WebStorm(PhpStorm, etc)
The program where you will view the PSD layout: there are 2 options here, PhotoShop or Adobe Creative Cloud. In the first one, you look at everything with pens, and in the other, you upload the layout to the site and also look at everything with pens, like in Photoshop. If you are familiar with Photoshop, take it.
Local hosting: Open Server, Apache, MySQL. Here choose what you need.
Optional: Git(SVN, Mercurial), FileZilla.
Look like that's it. Again, a lot depends on what kind of website you want to make, an online store, a landing page, etc.
UPD If you have an only layout, then you can take Brackets instead of WebStorm, or attach LivePreview to it (WebStorm).
