Unable to withdraw money from PayPal after submitting documents for verification. Has anyone come across?

Used PayPal to receive transfers from foreign customers, withdrew money to a card account in Sberbank. Everything worked fine until I uploaded documents for identity verification (so that I could choose dollars to store in my account). After that, any attempt to send money after 3 - 4 days ends with the status "reversed" and the money is returned to the account. Technical support can not explain anything intelligible from one side or the other.
From here two questions:
1) Who - somebody faced a similar situation?
2) Can the bank change card account details suddenly and without notice?

I’ve withdrawn a lot for the last week and also sent documents, so you have a local problem and solve it with technical support on the side of the savings account, since they receive a thrashing in the form of a refund, well, try withdrawing to another account.
