PayPal Ukraine. How to register a company offshore and withdraw to a card in Ukraine or to a friend on a permanent basis?

I hope my question will not be too banal, as there is little understanding in this area.
Question.
1. If you start money for a friend/acquaintance/partner on a permanent basis, who has Ukrainian citizenship, but lives in the EU, will there be any questions for him? Or does he have to pay income tax on the funds received? If it's just a tax, it's not an issue, it's fine.
I heard that Paypal constantly puts limits on the expansion of the amount, blocking and freezing. Translation "friends or relatives" is not suitable, you need "goods and services"
2. Does anyone have experience of opening a PayPal account through registering a company in Estonia/Cyprus/Hungary/Lithuania, etc.? (The company that opened Paypal abroad told me that in Europe they are very skeptical of e-commerce, and the chances are minimal)

* I know for professional intermediaries - it is not suitable because of the company's restrictions. It’s impossible, it’s impossible, debiting 1 dollar to confirm an account is impossible.

you can open through an intermediary with a name, why not? but - no one has influence on Paypal, zero guarantees,
this is Europe
in the USA, everything is simpler, SSN and go ahead if you are not afraid of taxes))
