Why can PayPal try to make a card payment when there are funds in the account?
I have been paying Hetzner invoices through PayPal for the last few years,
now I have ~150 USD on my PayPal account, Hetzner invoice
for 60 EUR.
But when I switch to PayPal payment, the latter asks for a card (the card is indicated but on it by zeros), and the payment does not go through, although PayPal should seem to take money from the card, only when there is not enough money in the account.
Support for PayPal and Hetzner will only be available on Monday (to ask them a question),
Maybe someone has come across and knows what the problem is and how to fix it?

Well, you can try to convert dollars into euros, but it always seemed to go without problems.
Because you have dollars in your account, and the payment is in euros.
