Ukrainian PayPal and Payoneer how to connect?

Good evening. I'm completely confused how to connect Pioneer's US Payment Service to the Stick?
Yes, I know the usual order described on their website.
The problem is that my PayPal account is Ukrainian, and there is no option to connect a bank account for withdrawal. Some kind of madness. Where is the clear instructions? If this cannot be done in the standard way, then why do these Komsomol members fuck their brains saying that it is possible to receive payments from PayPal to Pioneer in Ukraine, but do not clearly explain how to organize the connection?

0. Money withdrawal is not provided for Ukrainian accounts.
1. An account in another country can be blocked at any time and require documents.
2. Another country may have its own restrictions, for example, in Russia, withdrawal is possible only to a Russian bank account in rubles, not to a card.
3. Even if you open an account in a country where withdrawals are allowed (USA, Lithuania, Estonia, etc.), for trying to link Payoneer details (especially First Century Bank), you will be banned by PayPal as a fraud systems.

Your question boils down to how to get a Payoneer card. Essentially, you need a card issued in a country where PayPal allows you to accept payments. After that, open another account and link a new card there. You can have several accounts, the main thing is to accept money in only one of them.
