How to respond to a refusal to pay?

How to respond to the fact that the customer refuses to send an advance payment on the grounds that scammers often do this: they ask for an advance payment and disappear.

not to work
or to work in a safe way (so that in which case you can get money through arbitration)

Hello, you can refer to the reviews in your profile, try to request a small amount for an advance payment, and see the reaction of the customer. To avoid such situations, work on an hourly basis, I wrote about this in a blog.
What freelance resource are we talking about?

Customers do the same, most often a hidden competition where 10 specialists saw one thing, it’s good if at least someone gets the money.
IMHO only prepayment WITHOUT options, how many times did not try without prepayment, usually a competition, or simply disappear.
There are those with whom you condemn the work for 2 days, made it clear that you work only on prepaid, and at the end, well, make a page, and there you can see such people are also better in the forest (after repeated words "only on prepayment" they usually merge themselves). Here even the time for discussion and understanding of the project has not paid off.
It's funny, but they say similarly when they don't want to pay at all, "what scammers do so often: they ask for an advance payment and disappear."
It makes sense to work without prepayment only if the client really has 50+ reviews (wholesaler). But still there is no prepayment, consider wasting time with a chance that you will never see payment.
Another option is to use the SBR on ad.ru, I use it myself, it’s convenient, the deadline and money for the calculator, plus an incentive that they can ruin your reputation. In this case, you need to carefully select clients and check for adequacy according to the already conducted RBS. I read there were cases of rollback not entirely justified, keep this in mind.
When checking customer reviews, it is advisable to go through the accounts who left them.
There are clients with whom you have been working for about a year and have already spent 100k+, then I don’t even worry that they may not pay me, but there are delays and I don’t exclude the chance that this may happen sometime.
We paid an advance payment and you will definitely know that you have an order, an advance payment is insurance that the client will not change his mind halfway through.
Lost on non-payments about 30k+ from what I remember. Do you need it?
All of the above is sure to apply to freelancers, and here you need to look for compromises. Verified accounts, good reviews, recommendations from friends, it’s easy to check a freelancer by these parameters, it’s a little more difficult with customers sometimes and you have to work with zero, and here the guarantee is his solvency.
Good luck!

It is normal to react, the risk is the same on their side as it is on yours.
Understand, there are really crowds of scammers on freelance exchanges sitting under fake accounts, with a stolen portfolio and fake reviews. And a lot of customers, even experienced ones, are constantly burned.
To avoid such misunderstandings in the future, work through a freelance exchange, almost all of them provide their secure payment service (of course, they have their own commission for this, but it is not great). The essence of this service is that the freelance exchange acts as an intermediary, it also audits the work. For example, the customer makes an advance payment, but it is kept by the exchange until you do your part of the work. The exchange will also make sure that the employer eventually pays everything in order to get the results of your work.

If he has been on the site longer than you, if he has more reviews than you, then alas, you have no arguments))
Well, you can simply refuse to do something if you suspect something, well, that's all...
If possible, break the work into small stages with a phased payment.

To do this, there is a freelance exchange to take money from the customer and not give it to the contractor until the work is done.
As long as there is no trust, work like this.
Once you have trust, do what you want.

Do nothing, we used to be young and inexperienced, and also did something without prepayment, but now at least 50% =) otherwise we just do nothing, and some customers never order or pay anything, so be sure to take .

and on the basis of which he must make you an advance payment, that is, the customer must hand over half the battle while you have not done anything yet

Honestly?
1) Or not work with the client, making it clear that prepayment is a guarantee that during your time spent he will not run away anywhere. For in case of refusal of your work done, you will at least be rewarded in the end.
2) Or draw up a contract for the development of a service, even for the usual passport data of the client. And in writing, or by email to receive confirmation. Thus, in the event of a trial, you will be right.
And only 50% down payment
