Good day!
If I issue an invoice to a resident of the Russian Federation from the Payoneer service, will he be able to pay it without any problems?
Or will there be pitfalls?
Account preferably in USD, possibly a private person.

Pioneer has one stone - anti-fraud, they can ask for a video, which, of course, is inconvenient and annoying for an honest payer

Payoneer is a mass payout system and a system for receiving payments from companies.
It is not designed to accept payments from individuals.
