Ubuntu downloading files slowly from server?

For example, on - wget yaroslavl.rfn.ru/ several hundred bytes per second (usually 500-600 bytes), and for example wget kostroma.rfn.ru/ - everything is fine
Checked on 3 different servers from different providers ... Moreover, at the computer, which receives the Internet via NAT from ubuntu - everything opens normally.
What to twist?

And what does it mean for another computer is normal?
My first site opens very slowly, and wget also gives 500-600. It's probably on the slow channel, the second site is on the faster channel.
