Two Steam with different accounts. How to do this through the desktops?

I need to be able to run two Steam programs with different accounts without downloading anything extra. It didn’t work through the shortcut (I specified my login and password there, as well as /secondary and -secondary just in case).
When I launched Steam on one desktop, on another, when I tried to run the same program, it was thrown to the first desktop. How to decide?

run as ... in Russian, and so it is clear
here you need to understand - under one Windows account, Steam will only allow one login. they are watching. you need to master the work with more than one account on your computer + running under another account
something like this .. without a guarantee. other options are virtual machines only. but it will surely work
