Win10 home sees over the network, but does not go to another computer?

There are 2 win10 home x64 computers, one of the computers, when entering from it to another, writes "no access" by name or by ip-address, but if you write \\computer name\shared_folder_name, then it enters. What could be the problem and how to fix it?
