Installed rEFInd but it won't start. What to do?

First I installed Linux Lubuntu alongside Windows 8.1. Then installed rEFInd.
How I installed rEFInd:
1) I went off. site and found a link to SourseForge, downloaded the archive version 0.13.2 from there
2) Unpacked the refind folder from the archive to the root C:\
3) Mounted the path to EFI.
4) Copied the folder to EFI.
5) Renamed the config file from refind.conf-sample to refind.conf
6) Installed it first at launch with the bcdedit /set "{bootmgr}" path EFI\refind\refind_x64.efi command (maybe I distorted the command a little here, but during installation I entered its correct)
7) Restarted the PC.

After these steps, I should have seen the rEFInd boot menu, but no.
How can you fix this?

If installed correctly, most likely you need to select the boot priority in bios. When starting the device, press ESC, F1, F9, F12 (or another button, depending on your BIOS). Or go into bios and change the priority from "Windows Boot Manager" or "Ubuntu" to "rEFInd Boot Manager".
If that doesn't help, boot from Lubuntu and install rEFInd following the instructions: INSTALLING REFIND IN LINUX
