Tsiska, gateway, panic, help?

At 3 stations, the network has come up.
Gateway -> Switch -> Slave. station
Everything is normal for everyone, but on 3 computers it catches 169 ... aypishnik.
DHCP does not see these poppies at all.
What could be the reasons?

it looks like port-security or some settings on the switch with binding to poppies. need to see admin
