According to the scheme:
AP1100F-C picks up a certain number (for example, 5455) on the FXO port, sends it to the AP-100B via the local network,
respectively, from the phone they can call anywhere, within the organization, using department codes or within a department. The exit code to the PBX, for example, 7, is followed by a three-digit subdivision code and a four-digit number. Actually, I can’t cope with setting up gateways for this scheme

It's hard to find more documented hardware than Addpac - let's take your config and look at the errors (I hope you're not configuring it from a webcam? )
