The direction is correct.
You need a gateway, from the available ones I would recommend GoIP. Telephony server (can be an asterisk). And think about how you will receive these calls (through which channel).
- via SIP, we need a SIP client, for android I would recommend Bria, it has a push mode that saves battery, but the client costs money (you can find a broken version on w3bsit3-dns.com, it works on 10 buckets).
- via GSM, you will need another SIM or SIP line from some provider.
- you can wrap calls in Telegram.
If you use GSM, you need to think about how you will see the subscriber's number, because. in fact, you will see the number of the outgoing channel. You can send yourself SMS, or notifications to the cart.
