Trouble installing Windows 7: running repair instead of install?

Hello. I've been struggling for hours now, I hope someone can help me.
Notebook HP 620, rather old. Decided to reinstall Windows. I created an installation flash drive using Rufus. Now, when you try to set the sequence in the BIOS, where the first one is a USB hard drive, or launching it via BOOT leads to "System Restore or Normal Windows Boot".
I can't figure out what to do... I'm ready to throw off the bios photo if necessary. There is a suspicion that it does not find the flash drive. Its name is not displayed in the BIOS. There is only "USB hard drive".
I would really appreciate your help, thanks!

Well, for starters - does he even know how to look from a flash drive? at startup, if you open the boot menu, does it show a flash drive in the list?
Disable ueffi at the same time
