Triple click instead of double

The problem is this - when a folder or program is open on the desktop (and it is active), to open another file located on the desktop, you must first click on it in order to make it active, and then double-click to open it. The problem is observed on the WIN 7 64 desktop (after reinstalling Windows on the SSD, and before that the same Windows worked fine). Logitech wireless mouse (with keyboard). On a laptop with WIN 7 32, a file on the desktop is activated simply by hovering over (without clicking) even if another application window is active. What could be the problem? It seems like nonsense, but the need for a triple click is very annoying.

Why are you writing about this here? There is also google. However, here is the answer for what I believe is the fix for your problem:

Right click My Computer > Properties > Advanced System Settings in list on left side of screen > Advanced tab > "Settings..." button under Performance > Visual Effects tab > Uncheck "Animate controls and elements inside windows"
(should be the first option ).
