Does anyone know if there is a way to transfer the .org.ru domain from ru-center to some other registrar?

No way. The entire org.ru zone is managed (owned) by a rucenter.

I am answering my own question 10 years later: .org.ru, .net.ru, .pp.ru, .com.ru can be transferred from Ru-Center, but only by written application with delivery by mail or in person: https:// www.nic.ru/help/perenos-domena-iz-ru-cente...
An application from an individual or individual entrepreneur will need to be notarized (except when the application is signed at the registrar's office).
You can transfer domains to a limited number of registrars.
