What are the domain name registrars in the domain zones of Ukraine that do not give out user data to the public, as well as at the request of the police / special services?
This refers to the presence of a service like whois guard.

You can only register on fictitious data.
National domains are regulated by the national registrar. Whatever registrar you buy a domain from, they still simply resell it, buying from the national one. So no matter how you cover up your data, if there is a reason from the special services or the police, all information will be requested (and received) from the national registrar.
