The right domain registrar?

Please tell me a sane domain registrar. I would like:
1. There was a foreign one, and all sorts of political instability in Russia and Ukraine went sideways (there were no precedents yet, but just in case)
2. With adequate DNS settings - detailed settings for different types of records, up to individual subdomains for different ns/ ip addresses. Free mail redirect.
I really like how ukraine.com.ua does it and really don't like how nic.ru does it
3. If possible, Russian TP and interface
4. Adequate prices.
