Is it possible to get an autonomous system now?
There is a connection to two providers, I wanted to get an autonomous system, but they say they stopped issuing them due to the fact that IPv4 is close to exhausting the address capacity. It's true?

No.
AS is issued, of course, they are also needed for IPv6. Do not issue PI-blocks of addresses for a long time.
But you can always rent a PA unit from one of the providers. Or buy an existing AS with a block or block.
Or you can close up with a LIR and get a /22 block.
For such issues, it is better to consult your provider, or his LIR, what they are ready to offer
Indeed, since 2012, ripe has not officially sold IP addresses. However, you can search on specialized forums and buy or rent a network from a private trader, then re-register it. Keep in mind that you need a minimum network / 24. In addition, it is not necessary to do this in our country. And of course, no one forbids to issue AS.
