How to bind the ip of a shared hosting site to a domain?

I have a site on a free hosting, it stopped opening by domain because the hosting was bent.
But I want to bind the shared hosting ip to the domain

This is how the site looks like without binding 185.00.0.00/~user730/index.php
How to bind it to the domain?

Register/buy a domain.
Buy a DNS hosting service and link your domain to it.
In the DNS hosting control panel, create an A-record for your site.
Just get something like example.com/~user730/index.php
