Traffic priority on windows xp?

Windows XP pro acts as a miniserver, ie. 2 network.
One with a white IP
The second looks at the LAN.
All traffic goes through this machine. A group of ports has been forwarded on the typewriter for access to video recorders (video surveillance on the territory), so that the bosses can always see the progress of work.
The problem is that traffic when viewing cameras kills the channel to zero and it is no longer possible to work on the Internet from LAN.
How to limit incoming traffic?
Yes, I know that it’s better to go to nix and put everything there, but for now I have to solve this particular situation

You can try ipfw with dummynet for Windows - it's free and just right for your purposes.
