How to make network printer and scanner on linux server?

I have a computer with Ubuntu 16.04 connected to a printer/scanner combo, which is one device. It is necessary to make a scanner / printer server on it, respectively, so that all computers on the local network can print and scan from this printer accessing the Linux seover. At the same time, clients are connected to the local network and use both Linux and Windows. How to organize this with a minimum of packages that need to be installed?

The question immediately arises - what for a goat button accordion?
Most modern devices are a network print server by themselves / can scan somewhere ....
Naturally - why specify the model ..... So instead of specific solutions people will wonder - what do you have and how it is .....
Here I guess I'll say. CUPS+SMB. You can do without SMB by configuring IPP on Windows stations. Or take Jetpipe from LTSP package.
And scanning is a vendor-dependent thing. You can't just say anything.
For one thing, a mention of the number of users would be very helpful. For advice on scanning.

Install p910nd and sane on the server (it's probably already installed). Sane configure for access from the local network. On clients, configure the printer via a TCP (socket) port, and set xsane for scanning (there is a port for Windows)
