Torrent tracker / Portal in a beautiful wrapper (does it make sense to do?)?

Good day everyone, for about half a year now I want to make something like an interesting portal and a torrent tracker in a beautiful wrapper without this fucking ad (Click here and win an iPhone 5S). If you do not take into account that the law on piracy came into force on August 1 this year, then everything would be perfect. But more to the point, does it make sense to do this kind of project, and hope that Roskomnadzor does not close the site, or is it safe to throw this idea in the trash?
