Torrent client over VPN does not work. How to force?

The provider (PT) turned on the throttling / traffic limit for torrent clients, qBittorrent and others stopped downloading, giving an error after launch.

I tried to get out of the situation as follows:
I rented a VPN with Windows Server 2012, installed SoftEther VPN Server (I have been using it for a long time, I know all the features of this software well), I enabled NAT in it so that VPN clients had Internet access. Everything works, I connect to the VPN server via L2TP, the external IP is foreign, I run around the sites, but the torrent client still does not work. Connections appear for a moment and then the same error.

I thought in the direction that qBittorrent does not see the remote network interface, that is, there is no reverse traffic ... Maybe I'm wrong.

Please share your thoughts on this.

Negotiate with the provider or change it? Or simple solutions are not for you?

Try the Tribler torrent client, it's like a vpn network from torrent clients https://www.tribler.org/ traffic is encrypted and the provider cannot identify it
