TOP is open in front of me and nothing is clear to me.

You need to read a little about the operation of the OS.
US - USR - USER is the CPU usage by user processes. That is, all programs.
SY - SYS - SYSTEM - by the kernel (including its modules and drivers, which is why SYS can include the load not only directly from the CPU, but also waiting for a response from devices)

Windows and Linux are different operating systems. Kernels work differently. The amount of information collected about each process is different.
