There is no ping by computer name, but by IP. Why?
Everything seems to be banal, but I can not figure it out yet.
Let's start with a simple computer Win7x86 network name OracleV.
There is a second computer Win10x64 name (it doesn't matter).
From the second computer, the ping goes to the first one by ip 192.168.0.193.
But when I enter the ping OracleV command, for some reason it says:

And when I type >nslookup OracleV.

If the advice about IPv6 didn’t help (and it seems logically it shouldn’t), then check what’s in your hosts and tell me what’s on your DNS server (well, tell us the details about it), is there a normal record there?
I had a similar problem when I started a virtual machine with Ubuntu, everything was OK by IP, but not by name. in general, I had to disable IP6 and the name began to resolve normally.
Disable the firewall (firewall) built into the OS and try again. By default, it does not allow such requests to be answered.
