How to disable window offset on overscroll on touch screen in win8?

It so happened that I temporarily use a netbook on win8 with a touch screen. This screen is convenient enough, but when touch scrolling, when the end of the document is reached, the window in which this document is open begins to shift. With a full screen window, it just infuriates! How to disable this offset?
There are no effects in the settings, where to look in the registry - I don’t know.

Try to dig in the settings of the explorer itself (if it is a folder) or in the application settings. Or another option is to find another scrolling method.
