There is a site on pure HTML (60 pages). What CMS can manage it?

Separate the header, footer and sidebar into separate files (by writing something like {-headr-} {-footer-} ... in the site files instead). And the content of the CMS site, when editing the code, changed the html files themselves.
In fact, these are all the functions that are needed.
Can someone come across similar cms?

A ready-made HTML site is easiest to integrate into MODx or October CMS.
A developer might like tools like Jekyll, but it's hardly user-friendly.
