Where to set the information that is displayed through bloginfo in wordpress?

I am new to wordpress creating a new theme. It uses information displayed through the function
<?php bloginfo( 'stylesheet_url' ); ?>
And where to set the information that is not in the "Settings" section of the control panel?
I would also be grateful for a link to a not too voluminous course, the study of which will allow me to no longer ask such idiotic questions about wordpress.
