On what to make a map with the addition of points by users?

There is a task to display maps of different cities with labels set. Users put dots on them and a brief description. Points immediately appear, but the moderator can remove them.
Is this easier to implement through a plugin in conditional WordPress, or can other tools be used?

You can do whatever you want. The maps for Russia are well drawn.
Catching data on the backend and saving it to the database is your task. For this, any backend is suitable, even pure PHP, even WordPress.
