What to use to create a small site with forms?

Good day!
Essence: It is required to create a website in your city with vacancies and employers. The essence is simple: two buttons - to the employer and the employee, when pressed, the corresponding form for entering data pops up.
What we have: Knowledge of HTML5 on 6 out of 10, very superficial knowledge of PHP , Python at a very good level.
What is required: I got stuck on choosing a platform for the site. What is more practical and convenient to create such a site (CMS, naked HTML or other options) and why?

There are many web frameworks in python. The django mentioned above. There are simpler solutions - flask, bottle. And this is not a perversion at all. Although personally I still prefer PHP for the web (but this is already a subjective factor).

Use your brain. If you have knowledge of Python - then write on it. It will be faster and more practical than with CMS on php, for example, they will understand.

True, do not take this as very practical advice, it is more suitable for those who do not know how to program.
But with the fields there, yes, they come out very cool.
Moreover, for each heading you can "hang" your own separate fields, quite flexibly
