There are no servers that could process the request. Replication not working?

Good afternoon.
There was an old controller for 2003, when I came to work, I decided that this was not good. I built a server from 2012r2 and made it the master of schemes and set up replication according to semaev's manual. However, if you disable the old controller in test mode, then users cannot connect to the terminal and see the error "no access" or "There are no servers that could process the request."
Can you please tell me what I could be missing?

sleepless night, but the problem is solved ......
due to the jambs of the old controller, the replication service did not work correctly and could not transfer control of the domain to the new controller normally. having solved the problem with the service, it was possible to regularly delete the controller role on the old one and make the new domain master

You need to promote 2012 to the main domain master. Now you have the main 2003, most likely. You need to raise the role to 2012 (check that everything works without 2003 enabled), then delete the AD DS role on the old server, and remove the PC from the domain.
