Domain #2 - babruisk.ru (new domain), Windows Server 2012r2 Standart platform, ip 192.168.128.2/ 20

How and why is this happening!? It occurs on two servers both there and there. DNS is configured and forward lookup zones are configured and see each other. Everything responds and everything fails.

Yes, the forwarding is configured on both servers at rogakopita.ru in the forwarding, the ip address of babruisk.ru is indicated and, accordingly, the ip address of rogakopita.ru is indicated at babruisk.ru

What kind of shipment? Forwarding is for name resolution through an external DNS. To associate two DNS with synchronization, you need to create an additional zone in each of them .

Таки вы должны понимать, что главное настройки указанны в диалогом окне "Свойства", а не в дереве оснастки. Неплохо ещё журнал DNS читать до полного прозрения, что у вас не работает соединение авторизованных DNS в AD.

оба днс сервера доменов имеют записи о друг друга в прямых записях

Ещё желательно понимать разницу между пересылкой и дополнительной зоной. RTFM.
