The video card fan runs all the time at 100% (on video card2), what should I do?

Hello everyone, about a month ago, a drop of water fell on my video card (Palit GTX1660), and at that time one of the fans began to work at 100% all the time, I reinstalled Windows, it didn’t help (formatted the disk from the USB flash drive), took it to repair where they changed the firmware of the video card (they wouldn’t solder otherwise it would have failed), I swapped their power supply and they switched places (the one that worked fine began to work at 100%, that is, they switched places)

i reinstalled windows
- and what does Windows have to do with it if the video card has its own mini-OS protected?
soldering did not begin otherwise it would fail
- what nonsense? You have a short stack on the map and you need to examine it and re-solder the burnt elements.
The repairman said everything was fine.
- Next time, spit in their faces and advise them to buy a thermal imager and a microscope.

What does the driver say? Utilities for vidyahi? There is also MSI Afterburner, which may be able to steer the speed, I do not remember exactly.
