How to make Raspberry pi cooling?

Hello.
I am using RasPi in overclocked mode. But it gets very hot. I glued a heat sink to the processor, but the temperature is still unacceptable for me. After disassembling the server switch, I found a small sized 5V 0.2A cooler that works pretty well on gpio4 and 6 (5v and ground). But when the board is turned off, but connected to the network, the cooler continues to spin, as the current continues to be supplied. Having tried to control the cooler through a self-written program, I came to the conclusion that a maximum of 0.05A is supplied to gpio, which is not enough to scroll the cooler (although the LED is controlled perfectly). From all this, the question is how to make the cooler controlled via GPIO?
