What sensors are used to estimate the normal temperature of the processor? By the cores or by the body?

I tested the new Core i3 6100 processor in the OCCT program and looked at the temperature readings, under load they were as follows:
core0, core1: 75-76 degrees, cputin: 50-51 degrees.
This leads to several questions:
What indicator should be used to assess the temperature? When they talk about the normal temperature of the processor, do they mean by cores or the overall temperature in terms of cputin?
Are the cores (70-75) very hot?
Is the difference in readings between core and cputin 25 degrees normal?

65 degrees for the processor, in the sense of the box.
The cores can warm up more, but how much is normal - google the specification for your processor
