The "User Profile Service" service failed to log on. How to win?

Win10 v1709 won't boot. Before logging in, an error is shown:
The "User Profile Service" service failed to log on.
Unable to load user profile.

The only way to get around this is to roll back the system to a previous restore point. Then the system will boot. But still, after a while the error will repeat. Even if you do nothing at the computer. You just reload and that's it.
I thought that maybe Windows was downloading and installing some kind of update - but no. Firstly, they are completely disabled, and secondly, if you turn off the network, then there is still a problem.
I tried all the solutions found on the Internet:
- Poshamanit in the registry in the ProfileList branch
- Change the Users / Default folder
- Change ntuser.dat
- Run sfc /scannow and dism /online /cleanup-image /restorehealth
This does not lead to anything. Only system restore helps. And then literally until the next reboot.
What are the other treatment options? And what could be the reason?
Additional info:
- CHKDSK says everything is OK.
- Safe mode boots fine. All user settings are saved, everything is OK.
