task: to ensure as much as possible and not noticeable the uniqueness of the voice in an anonymous survey on the site.
ideally, of course, it is necessary that one vote = one person, but since this is a site, it is not really
used at the moment:
- vote only once from one IP (minus users in NAT-e)
- you cannot vote from telecom operators with dynamic IPs ( minus mobile users - usually cellular operators issue dynamic IPs)
- a mechanism for determining if the browser is real or a proxy (via HTTP headers)
- ban hosting subnets (how can the server vote?)
- redirect fake User-Agents - to pages with inactive Submit-ohm (torment to the villains)
are not used:
- cookies (easy to clear, another browser)
- captcha (bots are not noticed)
- email (it's not difficult to make a registration script and vote

Check the lists of proxies, they are quite capable (you can even, in fact, offline, well, then subtract these "bad" votes quietly - and cheaters will first see the result, relax, and you will remove their votes in a few hours, and the client will not wait completion of your checks).
In general, take into account the time between the display of the site page with the vote, and the time of submitting the option chosen by the person. Plus, measure in the process between these events the activity in the browser window (scrolling, mouse movement), as well as the period after which the window / tab then closes, and in general the fact that the person is waiting for the “thank you, your vote counted” sign.
